Which Iowa Employers Are Covered by IPERS?
A guide to who offers IPERS — and the handful of exceptions worth knowing.
Under Iowa Code chapter 97B, IPERS coverage is the default for nearly every Iowa public employer. Coverage attaches to the employer, set by law, rather than being chosen posting-by-posting. In practice that means most public jobs across the state build an IPERS pension.

The main exceptions
A few public roles are not under IPERS:
- Police and firefighters in larger civil-service cities — full-time sworn police officers and firefighters in those cities are generally covered by MFPRSI (the Municipal Fire and Police Retirement System of Iowa), a separate pension, rather than IPERS.
- Some Regent-university positions — certain faculty and staff at the public universities may be eligible to elect an alternative retirement plan (such as a TIAA plan) instead of IPERS.
- Elected officials and a few specific categories — some positions have their own rules; the posting or employer can confirm.
How to confirm coverage for a specific job
Because coverage is set at the employer level by law, individual postings usually don't spell it out. If it matters to your decision, the most reliable step is to ask the employer's HR contact directly, or check the employer's benefits page. When in doubt, confirm before you count on it.
